Germany’s GGL licence for virtual slots: the product rules that shape your lobby

Who licenses what in Germany

Nationwide online licences for virtual slot machines, online poker and sports betting are granted by the GGL, the Gemeinsame Glücksspielbehörde der Länder, a joint authority of the sixteen federal states based in Halle (Saale). The legal basis is the Interstate Treaty on Gambling 2021, the Glücksspielstaatsvertrag (GlüStV 2021), in force since 1 July 2021; the GGL took over full responsibility for these licences on 1 January 2023.

Online gambling products and competent authority

That last row is the one international operators most often miss. A GGL slot licence does not include live dealer roulette or blackjack; those table games are a separate, state-level question.

Applying: term, security and processing time

A permit for virtual slot machines is granted for five years. The applicant must provide security of at least €5 million, and the processing time is at least three months according to the official state service portals that describe the GGL procedure.

• Reliability and transparency: ownership, beneficial owners and management are disclosed and vetted.
• Financial capacity: the security deposit plus evidence that the business can fund operations and player payouts.
• Technical concept: including the “safe server” data vault that records every game event for supervisory access.
• Social concept: the responsible gambling plan required by the treaty, with early detection of problematic play.
• AML/KYC: identity verification before play and AML controls under German money-laundering law.

Fees: the GGL does not publish a single flat application fee; administrative costs are set case by case. Budget for legal and technical preparation well above the official charge, and treat any fixed figure quoted online as an estimate.

Stake limits: from a flat €1 to three tiers

GlüStV 2021 sets €1 per spin as the basic maximum stake for virtual slots. From 1 July 2026 the GGL, using powers under the treaty, allows licensed operators to apply higher limits in three tiers, provided they obtain approval and monitor players.

Operators using the higher tiers must check player activity, including through LUGAS and the OASIS exclusion system, and intervene when harmful patterns appear, from contacting the player to limiting or suspending the account. A wider review of the treaty, which could revisit deposit limits and table games, is expected to report around the end of 2026.

LUGAS, OASIS and the €1,000 monthly limit

Germany enforces a cross-operator deposit limit of €1,000 per calendar month through LUGAS, the national limit and activity file. Because deposits are aggregated in real time, the cap follows the player across every licensed site, and LUGAS also prevents a player from playing at two operators at the same time.

• OASIS: the national exclusion system; every licensee checks it before play.
• Panic button: a player can trigger an immediate 24-hour self-exclusion from the gaming screen.
• Minimum game duration: each slot round must last at least five seconds.
• No autoplay and no jackpots: automatic spins and jackpots are prohibited for virtual slots.
• Whitelist: the GGL publishes the official list of licensed operators, which payment providers and players use to tell licensed sites from the rest.

The 5.3% stake tax and why RTP changes

Virtual slots and online poker are taxed at 5.3% of stakes under the Race Betting and Lottery Act (Rennwett- und Lotteriegesetz), since 1 July 2021; sports betting also pays 5.3% of stakes. A tax on turnover behaves very differently from a tax on gross gaming revenue.

A worked example: on €1,000,000 of slot stakes the tax is €53,000 regardless of results. A slot returning 96% to players leaves a theoretical margin of €40,000, less than the tax. That arithmetic is why many studios supply German versions of their games with lower return-to-player settings, and why an operator cannot simply reuse the maths models it runs elsewhere.

Building a German-compliant catalogue

Germany has no federal supplier licence, but game content must match the treaty’s rules: stake caps, five-second rounds, no autoplay, no jackpots, and usually a German-specific RTP. The question to put to any supplier is whether it offers German-compliant versions of each title and the test documentation to back them.

Most large studios, including Pragmatic Play, Play’n GO, NetEnt, Red Tiger, Hacksaw Gaming and Relax Gaming, maintain regulated variants for markets like this one.
