Peru remote gaming and sports betting: how MINCETUR authorisation works

Peru regulated online casino and sports betting with Ley 31557 of 2022 and began enforcing it in February 2024. Operators apply to the Ministry of Foreign Trade and Tourism (MINCETUR) for a platform authorisation, post a guarantee, certify the platform and games, and pay a 12 % tax on net income. The regime is only two and a half years old in practice, and it already works as a reference in the region. Figures below were checked in September 2026.

Peru's regime in one minute

Peru authorises each technological platform, not the company in the abstract. MINCETUR, through its Dirección General de Juegos de Casino y Máquinas Tragamonedas, grants separate authorisations for remote games (juegos a distancia) and remote sports betting (apuestas deportivas a distancia), each valid for six years and renewable.

Everything that touches the platform, from the game studios to the KYC vendor, has to appear in MINCETUR's register of linked service providers. That register, more than the licence itself, is what shapes a Peruvian supply chain.

From law to enforcement: the timeline

Peru moved from a law on paper to a working market in about eighteen months. The dates below explain why authorisations and tax obligations started at different moments.

Who can apply, and how

Three corporate routes are open: a Peruvian company, a branch of a foreign company, or, since Ley 31806, a foreign company applying directly as a non-resident. Each needs a legal representative resident in Peru with registered powers.

The application goes to MINCETUR online with corporate and ownership documents, suitability checks on shareholders and directors, the certification reports, the guarantee, the domain to be used and a sworn list of every linked service provider with its MINCETUR registration code. Consultants who handle these files describe typical timelines of roughly nine to fourteen months, shorter for platforms already certified in other regulated markets; MINCETUR itself does not publish a service-level target.

Money on the table

The official filing fee is small; the guarantee is the real cost. It equals the higher of 600 tax units (UIT) or 3 % of the prior year's net income, per authorisation, and can be posted as cash, a bank letter of guarantee or a surety policy.

Non-resident authorised operators file the 12 % tax monthly with SUNAT and may pay in soles or US dollars, choosing the currency in January for the whole year. They are exempt from keeping Peruvian accounting books for player bets.

Certification and the linked-provider register

Before launch, the platform and its games must be certified by a laboratory authorised by MINCETUR against its published technical standards, and every provider whose service is linked to the platform must be registered. Material changes to the platform require re-certification before deployment.

Specialist sources count eight authorised laboratories, which include the international test houses familiar from Europe and Latin America, and more than 360 registered service providers by August 2026. Operators also file an annual operational audit report and an integrity and security assessment after launch, and send consolidated daily data to MINCETUR's data centre.

  • Game studios, platform vendors, live studios and aggregators all sit on the provider register.
  • Each game offered must be covered by a certificate from an authorised laboratory.
  • Domains must be registered with MINCETUR; lawful operators commonly use .bet.pe or .pe addresses.
  • Clocks and reporting run on Peruvian time (GMT-5).

Players, residence and responsible play

The Peruvian rules treat a player as resident in Peru when the IP address or geolocation, the SIM card country code or the registered address points to Peru. That test decides both who needs a Peruvian-authorised platform and who triggers the ISC.

Accounts are for adults only, with identity verification, self-exclusion and deposit controls. Fiscal results followed: tax collections linked to casinos, slots and remote betting reached PEN 419.5 million between January and November 2025.

Supplying games into a Peruvian platform

Peru is one of the few Latin American markets where the supply side is registered by name, so the first question for any content source is whether it appears on MINCETUR's linked-provider register and whether its games hold certificates from an authorised laboratory. Ask it of every studio and every aggregator before you sign.

Operator questions about Peru

How much does a Peru online gambling licence cost in 2026?

The filing fee is about PEN 273, but each authorisation needs a guarantee of the higher of 600 UIT (PEN 3.3 million in 2026) or 3 % of prior-year net income. Certification, local representation and set-up are extra.

How long is a MINCETUR authorisation valid?

Six years, renewable for equal periods. Renewal has to be completed before expiry.

What is the tax on online casinos in Peru?
